Looks like they followed the plan except for using school buses to evacuate. But once people got to the "last resort refuges" like the Superdome, they were lost. It doesn't look like they even had a plan for getting people the things they needed in the LRRs.

Why are people surprised?
World stunned as US struggles with Katrina
Everything seemed fine until 2 days after the storm when the levee broke. Did anyone really expect that to happen? Now thecity swamp is completely flooded and some say up to 100,000 were trapped and stranded. How can anyone in their right mind expect such a massive rescue effort to get them all out in a day or two? This isn't like the tsunami where the waters subsided quickly. The city is underwater and will be for months.
The looting and lawlessness is also no surprise. The people who didn't leave are disproportionately poor and I'm sure a small percentage were gang members. Do you expect them to lay down their guns when they can get free TVs and steal all they want? They have made a living out of exploiting the inner city poor. This is their utopia.
To my fellow Americans I say, be patient, be reasonable, and help out with money or anything. Stuff is pouring in there by the truckload. Don't just focus on NOLA, there are thousands of others that need help too.
To people of the world that say America had it coming and that this shows that America is a horrible place, I say you can take your words and your false help and stick it. We'll help ourselves, thank you.
